The latest twist in the tale is that Airtel in some areas is applying the Fair Usage Policy clause on only old customers. Here is an email from the Airtel customer support to a customer who inquired about the policy applicability:

Latest information available to us is that Airtel has now removed the limits put on by the Airtel Fair Usage Policy on the 256kbps unlimited plan.
